FIA creates more confusion: Stroll finishes last due to penalty

It was a chaotic day at Spa-Francorchamps with a delayed start, several formation laps and a three-hour-long interruption due to the rain. Unfortunately, all the confusion is not over yet, as the FIA continue to hand out penalties as well. The FIA now reports that Lance Stroll will receive a ten-second penalty. The reason for this is that Aston Martin changed its rear wing.
