FIA hopes F1 teams will stop being F1 teams in 2021

The FIA has, perhaps fancifully, expressed a hope that Formula 1 teams will report loopholes in the 2021 regulations, rather than look to exploit them. F1's new regulations were published at the United States Grand Prix, firing the starting gun for a development race that could shake up the natural order of the sport in the season after next.
