Norris handed German GP grid penalty

Lando Norris has been given a grid penalty for the German Grand Prix after McLaren changed a raft of engine components on his Formula 1 car. The Briton, who struggled in qualifying and could only set a time good enough for 16th on the Hockenheim grid, is set to drop to 19th after McLaren replaced the MGU-K, energy store and control electronics (CE) in the Renault power unit of his MCL34. He has subsequently moved onto his third element of each component for the season, exceeding the permitted quota allowed in 2019.  Norris will start ahead of Sebastian Vettel after a turbo-related problem prevented the Ferrari driver from taking part in qualifying and setting a time.
