F1 teams told 2017 testing will have to stay in Europe

Pirelli's hopes of conducting next year's pre-season testing in warm weather appear to have been dashed after the FIA's Charlie Whiting told F1 team managers that that it cannot take place outside Europe. Article 10.6d of the F1 Sporting Regulations says that testing cannot take place "on any track located outside Europe without the agreement of the majority of teams and the FIA." Whiting's view is that the conditions for allowing testing to take place outside Europe had not been satisfied.
